Brunei Travel Requirements (Updated as of June 13, 2022)

2022 Updated Travel Requirements to Brunei

Since May 31, 2022, Brunei has ended its “early endemic phase” as part of its National COVID-19 Recovery Framework. Business premises, including restaurants, fitness facilities, markets, and cinemas are open for business and is not accepting visitors of foreign nationality.

Since June 01, 2022, sporting activities and mass gatherings are allowed with no limitation on the capacity. Visitors and citizens of Brunei are now allowed to enter public premises and government offices and attend private and public events regardless of their vaccination status.

List of Travelers Allowed to Enter

1. Fully Vaccinated Brunei Citizens and Permanent Residents
2. Unvaccinated Brunei Citizens and Permanent Residents
3. From May 06, 2022, to October 31, 2022, Fully Vaccinated Foreign National with one (1) dose for Johnson & Johnson vaccine or with two (2) doses for all other vaccines
4. Starting November 01, 2022, Fully Vaccinated Foreign National Travelers with one (1) dose of Johnson & Johnson vaccine or with two (2) doses for all other vaccines are only allowed to enter Brunei if travelers have obtained a second dose of COVID-19 vaccine not more than three (3) months or have obtained booster dose prior to the date of entry to Brunei.
5. Unvaccinated Foreign Nationals are not permitted to travel to Brunei Darussalam.
   • However, entry into Brunei Darussalam may be considered if the Unvaccinated Foreign National has obtained a Certificate of Medical Exemption for COVID-19 vaccination.

List of Brunei Travel Requirements

Fully Vaccinated Foreign National

1. Foreign Nationals entering Brunei for Short-Visit purposes and staying less than ninety (90) days are required to obtain Travel Medical Insurance from a Brunei-based or overseas insurer with COVID-19 coverage of a minimum of BND 20,000. The insurance should be valid for the duration of the stay in Brunei.
   • Foreign Nationals who will be entering Brunei for Long-Term visits such as employment, studying, or as an eligible dependents are exempted from being required to obtain Travel Medical insurance with COVID-19 coverage.
2. Complete an E-Health Arrival Declaration Form (ADF) not more than 24 hours before departure to Brunei (via gov.bn/travel#/user/login)

Fully Vaccinated Brunei Citizens and Permanent Residents

1. Complete an E-Health Arrival Declaration Form (ADF) not more than 24 hours before departure to Brunei (via gov.bn/travel#/user/login)

Unvaccinated Foreign National

1. Unvaccinated foreign nationals that have permits to enter Brunei must adhere to the following:
   • Travelers entering Brunei for Short-Visit purposes and staying less than ninety (90) days are required to obtain Travel Medical Insurance from a Brunei-based or overseas insurer with COVID-19 coverage of a minimum of BND 20,000. The insurance should be valid for the duration of the stay in Brunei.
   • Travelers who will be entering Brunei for Long-Term visits such as employment, studying, or as an eligible dependent are exempted from being required to obtain Travel Medical insurance with COVID-19 coverage.
   • Foreign nationals who are required to obtain Entry Visa for entry into Brunei Darussalam must first obtain an appropriate Visa in accordance with prevailing regulations that are enforced such as Employment Visa, Dependent Visa, Social Visit Visa, Professional Visit Visa, and Business Visa.
2. Complete an E-Health Arrival Declaration Form (ADF) not more than 24 hours before departure to Brunei (via gov.bn/travel#/user/login)
3. Upon arrival in Brunei, foreign national travelers are required to:
   • Step 1: Perform ART upon arrival (being day of arrival as Day 1)
     • ART Tests can be done by travelers themselves when they arrive at their isolation accommodation (homes or hotels)
   • Step 2: Serve their mandatory self-isolation and remain within a home residence or hotel accommodation until they receive a negative result of their Day 3 post-arrival RT-PCR Test
   • Step 3: Perform RT-PCR test on Day 3 after arrival
     • COVID-19 RT-PCR Test can be done at health centers or private health clinics that offer RT-PCR Swab Test
   • *Step 4: If unvaccinated foreign national travelers are tested positive for COVID-19 upon arrival, travelers are required to undergo a period of isolation in compliance with existing health protocols

Unvaccinated Brunei Citizens and Permanent Residents

1. Unvaccinated Brunei Citizens and Permanent Residents are not required to show proof of medical exemption for COVID-19 vaccination.
2. Complete an E-Health Arrival Declaration Form (ADF) not more than 24 hours before departure to Brunei (via gov.bn/travel#/user/login)
3. Complete an advanced online payment of BND 100.00 for the post-arrival COVID-19 tests from BruHealth Portal (via healthinfo.gov.bn/travel)
   • Unvaccinated Brunei Citizens and Permanent Residents must obtain a ‘Government of Brunei Darussalam’ or ‘Ministry of Health’ payment receipt stating the traveler’s name and passport number
4. Upon arrival in Brunei, Unvaccinated Brunei Citizens and Permanent Residents are to:
   • Step 1: Perform ART upon arrival (being day of arrival as Day 1)
     • ART Tests can be done by travelers themselves when they arrive at their isolation accommodation (home residence or hotels)
   • Step 2: Serve their mandatory self-isolation and remain within the home residence or hotel accommodation until they receive a Negative Result of their Day 3 post-arrival RT-PCR Test
   • Step 3: Perform RT-PCR Test on Day 3 after arrival
     • COVID-19 RT-PCR Test can be done at health centers or private health clinics that offer RT-PCR Swab Test
   • *Step 4: If unvaccinated Brunei Citizens and Permanent Residents travelers are tested positive for COVID-19 upon arrival, travelers are required to undergo a period of isolation in compliance with existing health protocols

Note per Royal Brunei Airlines:

1. Fully Vaccinated Travelers are considered Fully Vaccinated if:
   • The individual has completed the full course of COVID-19 vaccination – one (1) dose for Johnson & Johnson vaccine or;
   • An individual has completed the full course of COVID-19 vaccination – two (2) doses for all other vaccines
2. Brunei Citizens and Permanent Residents and Foreign Nationals aged below 18 years are allowed to enter Brunei, provided that the traveler adheres to the parent’s/guardian’s Vaccinated Traveler protocols who are traveling together

Note per the U.S. Embassy in Brunei Darussalam:

1. Starting August 01, 2022, land and sea borders are planned to be fully opened, subject to the COVID-19 situation and the operational readiness of the control posts.

3. All travelers entering or exiting Brunei must be fully vaccinated with a booster shot, or have received the second dose within the past 3 months (vaccinated travelers).
4. Starting June 15, 2022:
   • BruHealth QR code scanning at premises will no longer be compulsory unless building management and event organizers specifically request it.
   • Regardless of vaccination status, a pre-departure COVID-19 RT-PCR or ART test is no longer required for all travelers entering Brunei.
   • All vaccinated travelers are no longer required ART testing and self-isolation upon arrival.
   • Unvaccinated travelers are still required to undergo ART upon arrival, an RT-PCR test on the third day after arrival, and self-isolation until the negative RT-PCR result is attained.
   • Minimum health insurance covering COVID-19 for a period of fewer than 90 days is revised to BND $20, 000 for all inbound and outbound travelers from their preferred insurance company before exiting or entering Brunei.
   • Cross-border travel by land and sea is permitted for essential travel only.
5. Starting June 01, 2022, outdoor masking is not mandatory but encouraged especially in crowded places, and should still be worn indoors.
6. From May 16, 2022, Brunei citizens or residents between the age of 12 to 17 years old, are required to be fully vaccinated with booster shots if they wish to exit the country.
7. From February 16, 2022, the ART test has become the default COVID-19 testing for identifying infected individuals.
